Warrant Fees and Certification - Scheme for Scotland

Once the application for Building Warrant is to be made, the Approved Certifier of Design (Building Structures) requests a Certificate from SER Ltd.

In order to obtain a certificate, a fee must be paid. The fee that SER Ltd charges is 3% of the warrant fee (min £25), which is calculated from the total estimated project value. The total estimated project value is shown on the application for building warrant. The 3% fee can be calculated from the value of works table below.

Click here for the fee table.

Payment may be made by Credit or Debit card on-line to SER Ltd, or by cheque. Either the Approved Certifier of Design (Building Structures) or the Approved Body for Certification of Design (Building Structures) may make the payment.

The certificate fee is a charge by SER Ltd to the client, but it is the member’s responsibility to collect the certificate fee. The issue of the certificate will automatically generate an invoice to the applicant for VAT purposes. For staged warrants the fee for the first certificate will be based on the estimated cost of the entire works. Second and subsequent certificates cost £25 plus VAT unless the estimated cost of the entire works has increased, in which case the fee will be the greater of the difference between the fee payable for the revised cost and that paid originally or £25 plus VAT.

The Certifier then completes the certificate and issues it to the Local Authority, with copies to the client (and any other relevant body) The Certifier is responsible for keeping all details in a logbook to submit to the SER Ltd on a quarterly basis for audit purposes. See ‘Auditing’ for further information.
