The SER Board of Directors reviewed the fees charged for certificates at their meeting in October 2023, being particularly concerned that the low minimum certificate fee in respect to project costs devalues certification.

The Board has therefore agreed to increase the minimum certificate fee from £50 to £75 incrementally over a period of 3 years, and thereafter in line with inflation. In addition, the charge for additional certificates will be increased from £35 to £50 incrementally over a period of 3 years, and thereafter in line with inflation. 

The certificate fees will change on 1 January each year as indicated in the following table:

Following the change in January 2024, the proposed increases for 2025 and 2026 will be subject to review before implementation in each of the respective years. In 2024, this review will also include the results of the Scottish government Building Standards Division’s current consultation on warrant fee charges.

Costs of additional certificates

SER would recommend that scheme members make their clients aware of potential additional certificate costs where:

  • an additional certificate is required to cover post-certification changes which require an amendment of warrant application with appropriate amendment of warrant certificate
  • subsequent stages of a warrant application require a further SER Certificate
  • additional certificates are required for any other purpose
