Certifiers shall only use Schedule 2 as described in guidance published by SER.


Background

The Building Bye-laws system in Jersey is pre-emptive, designed to check that the proposed building work meets the standards set down by the States of Jersey. The Scheme for Certification of Design (Building Structures) enables Approved Certifiers of Design (Building Structures) to certify that the design for the building work complies with Part 1 of the second schedule of the Building Bye-laws. The design must therefore be complete before the design can be certified.

There is a provision within the legislation that allows an applicant to agree with PED that the required information will be submitted in stages. The permit will be granted for the whole project with a condition that work on the identified stages does not commence until the required information has been submitted.


Guidance

The minimum level of information that must be included with an application for a building permit is set out in the PED templates for building applications , and, with regard to the structural design guidance is given in Part 1 of those templates. In cases where the structural design for a building has not been completed at the time the building application is made this document calls for general performance statements to be given, together with outline proposals for the main structural elements and a statement that the completed design will be certified before works commence on site.


Examples of Major Non-conformances

Failure to include on Schedule 2 any major aspect of the works for which the design and detailing has yet to be undertaken, or has yet to be checked or reviewed by the Certifier.
